The law firm representing thousands of flood victims in a class action lawsuit,Maurice Blackburn,has welcomed the state government's decision to adopt all the recommendations.
Principal Damian Scattini said it was essential the government ensured there was no repeat of the event.
"The businesses and individuals we act for,most of whom have not fully recovered,want to know what went wrong and why,"he said in a statement.
"... and more importantly,that with the lessons learned by those who operate the dams,that they will never again lose their homes and livelihoods to a man-made flood."
The firm said it expects to commence legal action before the end of the year,naming SEQ Water as negligent and responsible for much of the financial losses sustained downstream of Wivenhoe Dam.
The Local Government Association of Queensland (LGAQ) said the state government's response to the floods inquiry had addressed the major concerns of councils.
President Paul Bell says the funding promised would improve local responses to floods,and recovery.
He joined with Mr Newman in calling on the federal government to share the financial and administrative challenge of ensuring Queensland emerged from the floods with"stronger,more resilient communities".
