"Police and regulators often take information from anonymous sources for investigation. It is firmly my view that we agreed your office would take information my office provided — confidentially and anonymously if that is what the informant wanted — and then investigate it."

The VCGLR has procedures in place to allow anonymous complaints,the government said.

A spokeswoman for the VCGLR on Tuesday would not comment on whether it had refused to accept the anonymous testimony from the whistleblower,but said it"takes claims of potential breaches by licensees seriously".

"The VCGLR is considering the concerns raised in the correspondence from Mr Wilkie and will respond in due course,"a spokeswoman said.

Mr Wilkie,who sent the letter more than two weeks ago,said he had not received a reply from Mr Kennedy or anyone else at the VCGLR,but believed the"public has a right to know how the Victorian state government and its gambling regulator operate".

"It's particularly important right now as the government is considering the VCGLR's secret results of its review about whether Crown is a suitably entity to hold a casino licence."

The ASX-listed Crown is the focus of increasing scrutiny of its 2500 poker machines by Mr Wilkie and anti-pokies campaigners. The casino is facing investigation after Mr Wilkie recently provided footage showing small Crown-branded picks being used to allow non-stop spins on poker machines.

In April,Crown was hit with a $300,000 fine for"blanking"out certain betting options on poker machines after Mr Wilkie presented whistleblower testimony in parliament alleging a number of unauthorised alterations to Crown's machines.

Gaming Minister Marlene Kairouz declined to respond directly to Mr Wilkie's allegations about the whistleblower while the investigation into the Crown-issued plastic picks remained on foot.

"Anyone with any further information about these matters should contact the commission,"she said.
