The Blues won their most recent flag in 1995 and this year marks the longest premiership drought in the club's history.
The document also declared the club had set their sights on eliminating debt,earning $75 million revenue and completing their masterplan for Ikon Park.
And,it also wants to win premierships.
Carlton CEO Cain Liddle,who was at Richmond as they worked towards the ambitious five-year target set in 2010 to play in three finals,have zero debt and sign 75,000 members,developed the plan with the board's support.
He joined the Blues in 2018 after being at the Tigers when they won the 2017 flag.
Liddle told members the plan could be summed up in a couple of sentences:"We believe that a united football club,relentless in the pursuit of excellence,who hold ourselves and each other accountable,can achieve anything. This is the Carlton way."
