The decision comes after Mr Carroll spoke with Opposition Leader Anthony Albanese in recent days to arrange the transition to a new national secretary.

As the party's top federal official,Mr Carroll has been blamed by some for the blunders during the campaign including a reliance on polling that suggested Labor was cruising to victory.

His defenders have argued that the party leadership – including shadow cabinet members and former leader Bill Shorten – bear the blame for the policies and strategies that saw the party lose ground in Parliament and suffer big swings against it in Queensland.

Mr Carroll moved to Canberra in 2016 after running the party's successful election campaign in Victoria in 2014 as state secretary. He is said to be preparing to move back to Melbourne with his family.

The national executive,which meets in Canberra on Friday,is expected to begin a search for a new national secretary,who in different circumstances is elected at the party's national conference.

The Labor election review is being led by former South Australian premier Jay Weatherill.
