"Hate speech and inciting violence have no place in Victoria - not only is it wrong but against the law,"a spokeswoman said.

"Any venue considering hosting this should think long and hard about the consequences of their actions."

Blood and Honour is banned in several European countries,whileCanadian authorities listed it as a terrorist group earlier this year.

The Hammerskins,which were linked to the 2012 massacre of six Sikh worshippers in Wisconsin,have also been banned inSpain.

Dr Abramovich said events like the planned Melbourne concert could be used by white supremacist groups as a recruitment tool.

While he welcomed the Government's"clear-eyed"disavowal of bigotry,Dr Abramovich called for leadership that moved from"mere statements to action".

"We reiterate our call for the government to take all effective measures to shut down this event,which has no place in Melbourne - not now,and not ever,"he said.

The concert's headline act is a group called Fortress,whose songs contain lyrics such as"Ship'em out/Send the bastards back/If they don't f***ing like it/ it'll be in body bags".

Victoria Police said it was aware of the October event.

"Police will continue to monitor the environment in the lead up to the event and assess if police resources may be deployed to ensure public order is maintained,"a spokeswoman said.

"Victoria Police does not tolerate violence and takes all crime seriously,including that which is motivated by prejudice,racism or discrimination.

"We ask anyone who witnesses,or is subject to,racism,discrimination or victimisation on the basis of religion,culture or ethnicity,to inform Victoria Police."

Dr Abramovich,citing recent racially motivated atrocities in Christchurch,San Diego,Pittsburgh and El Paso,urged Melbourne to send a message to white supremacists they were not welcome.

"We now find ourselves in a moral moment in our state,as anti-Semitism and racism are on full display,and as Hitler worshippers spread their dangerous,exterminationist hate,"he said.

"Every Australian would be horrified to learn that a white-power hate rock band that celebrates racism and xenophobia,and urges violence,will be belting out its dangerous tunes in the heart of our city."

The Age contacted organisers and has not received a response.
