"No newly elected councillor can be expected to simply step into the role next year and make effective decisions without the right guidance and support," administrator Tamara O’Shea says.
Those four whistleblowers were later appointed to an oversight board assisting Ms O'Shea in her work managing the council.
Eight councillors charged by the Crime and Corruption Commission,including the former mayor,have denied the allegations.
On Wednesday Ms O'Shea announced the council had held a special meeting to endorse a suite of transparency and accountability policies ahead of the March 2020 elections.
"We have had the rare opportunity to consider a raft of improvements that will better prepare this organisation for the return of elected members and to also set the direction for a more transparent and accountable way of doing business beyond the March 2020 election,"she said.

Logan is one of two south-east Queensland councils being managed by an administrator,with Ipswichunder the governance of Greg Chemello after the council was sacked two years ago.
The administrators,both experienced public servants,were appointed by Mr Hinchliffe to maintain council business and reform bureaucracy ahead of March 2020.
