Mr Biden said on Wednesday if he wins the White House he would re-sign the US to the international Paris Agreement to reduce greenhouse gas emissions at the first opportunity.
He has also pledged a $2 trillion green energy jobs and infrastructure stimulus package and announced the US would transition its energy sector to net zero emissions by 2035.
The Trump administration has promoted fossil fuels production and usage,and wound back measures from the Obama administration that promoted renewable energy. President Trump announced in 2017 the US would withdraw from the Paris Agreement and on Wednesday night the formal exit took effect.
Former National Security Council director of climate and clean energy for the Obama Administration,Elan Strait,said"one of the best places for co-operation between a new administration and China is going to be on climate and clean energy".
Mr Strait was speaking on Wednesday to a webinar hosted by the Australia Institute.
"We need a different kind of relationship with China geopolitically than we've had over the last four years,so having an opportunity to collaborate on something I think is going to be great,"he said.
