The revelation from the recorded phone call came after Ms Sullivan had told the Independent Broad-based Anti-corruption Commission that she did not recall any conversations with Mr Woodman about his contributions to Enterprise Victoria.
After giving this evidence,she then had to sit through the recorded conversation in which she invited Mr Woodman to an event,asked if there would be “any value” in her organising a meeting with Mr O’Brien and Mr Clark and then talked about the controversial developer’s membership payments to Enterprise Victoria.
The February 2019 conversation came afterThe Sunday Age had raised concerns about potential corruption at Casey council and Mr Woodman’s use of donations to influence state MPs. On the recording Mr Woodman told Ms Sullivan he was not attending fundraisers because of the publicity.
Responding to the offer of a meeting with Liberal leaders Mr Woodman told Ms Sullivan:"You arrange a meeting with Michael and Robert and I’ll be there …. and can finalise the deal"(an apparent reference to membership of Enterprise Victoria).

Later in the recorded discussion Mr Woodman told Ms Sullivan:"I’ve got a few things that I need to talk to Michael about and I need their support ... at state level and depending on how those conversations go”.
Counsel assisting IBAC Amber Harris said the conversation “certainly suggests that his finalisation of any membership was dependent on the meeting that he was due to have with Michael and Robert;isn’t that right?”
