The multibillion-dollar event was delayed by a year due to pandemic,despite public opposition and warnings from health officials.
Tokyo 2020 President Seiko Hashimoto has said she was eyeing a cap of 10,000 people per venue.
Officials were separately considering allowing as many as 20,000 people to attend the opening ceremony on July 23 as spectators,in part due to an expected increase in the number of people involved with the Games who would no longer be allowed on the field,media reported.

Japan’s Prime Minister,Yoshihide Suga,said on Monday he would not rule out holding the Summer Olympics without spectators if the capital was under a state of emergency due to COVID-19 worries.
“In the event a state of emergency was declared then we can’t rule out not having spectators,” Suga told reporters during a tour of vaccination sites in Tokyo.
Hashimoto and Tokyo 2020 CEO Toshiro Muto are scheduled to hold a news conference after the five-party talks.
