“I signed up to a national plan to vaccinate our nation,not a national plan to vaccinate Sydney,” Mr Andrews said.

The Victorian Premier said he did not begrudge some higher doses going to Sydney when NSW Premier Gladys Berejiklian was dealing with a greater outbreak but he said the secrecy over the allocations should stop and there had to be a “reckoning” so more doses would go to other states to even the totals.

“We are talking about otherwise secret arrangements that are just not right. They need to stop and that needs to be additional supplies provided to Victoria and other states who have missed out,” he said.

“Getting angry about it won’t fix it. Only the Commonwealth government can fix it.

“Some don’t like to see this as a race,but a race it surely is. What I did not know was that Premier Berejiklian is in a sprint while the rest of us are supposed to do some egg and spoon thing.

“No,we want our fair share. These allocations which are totally unfair and were under the table and need to stop.”

But Mr Morrison said other states and territories were being given fair treatment outside a one-off decision to give NSW a bigger share of a one-off shipment of one million doses from Poland last month.

The row includes demands for more disclosure from the federal government on where it is sending vaccine doses each week,in particular to GPs who receive supplies directly from the federal government,outside the shipments to states and territories for their hospitals and vaccine hubs.

The Prime Minister said Victorian Premier Daniel Andrews was wrong to say the state had been “blindsided” by the special allocation to NSW,saying the federal government had rejected calls as recently as June and July for NSW to get more doses this year.

“I’ll tell you who said no to that:it was me. It wasn’t the states and territories,” Mr Morrison told Sky News on Tuesday,soon after the Victorian Premier’s remarks at a press conference.

“I wasn’t going to have doses move from other states to NSW – I went out and got more doses from Poland.”

TheABC reported on Monday night that the NSW allocation of the Pfizer mRNA vaccine to GPs had increased from32 per cent of the national figure in late June,roughly in line with the state’s population share,to 45 per cent in August.

The federal government’s vaccine taskforce,led by Lieutenant General John Frewen,said this reflected one-off increases in the NSW supply to deal with the winter outbreak,such as 50,000 announced in June.

The biggest increase to NSW came on August 15 when Mr Morrison announceda shipment of one million doses from Poland and said 530,000 would go to NSW. This was about 200,000 more than NSW would have received on a per-capita allocation.

Mr Morrison said on August 15 the allocation had been based on advice from Chief Medical Officer Paul Kelly about the risks in NSW.

He has said since then that other additional doses,such as 500,000 doses from Singapore and 4 million doses from the United Kingdom,have been allocated on a per-capita basis.
