Although the federal government has provided some guarantees for the Games,the budget noted the financial implications of that support were “not quantifiable at this time”.

After two consecutive years of losing residents to other states,Victoria is forecast to attract the second-highest number of interstate migrants next financial year.

Only Queensland,which gained tens of thousands of new residents from other states and territories during the COVID-19 pandemic,will gain more.

The federal government uses state population projections to distribute funding between the states and territories,with Victoria’s overall population expected to climb by about 150,000 over the next financial year.

With Victoria on track to record a $9.7 billion deficit in 2022-23,Premier Daniel Andrews vowed to “lobby,push,pressure,advocate and put a good-quality case to the Commonwealth government for more and more support”.

In recent years,Andrews repeatedly complained about being ripped off by Coalition governments through infrastructure and GST carve-ups.

Tuesday’s budget predicted Victoria’s GST allocation would reach $18.9 billion in 2023-24,which a Treasury official said represented a $1.1 billion increase compared with this financial year.

The state was on track to receive 21.9 per cent of the GST pool,the same percentage as this financial year,with the cash boost a reflection of the overall growth in the GST pool.

Victoria is home to 26 per cent of Australia’s population,but will receive 21.19 per cent of the overall GST pool. Comparatively,Queensland has 20.5 per cent of Australia’s population and will receive 21.2 per cent of the GST pool,and South Australia,home to just 7 per cent of Australians,will collect 10 per cent of GST revenue.

This reflects the revised GST distribution system,which ensures no state has a per capita GST share lower than New South Wales or Victoria,which are fiscally stronger.

The Commonwealth had allocated billions of dollars to Victorian road and rail projects,including Melbourne Airport Rail,Geelong faster rail,the North East Link,two new intermodal terminals and the government’s signature Suburban Rail Loop project.

The Andrews government will have until August to convince three transport infrastructure experts – Reece Waldock,Clare Gardiner-Barnes and Mike Mrdak – that the projects remain a priority and will improve productivity,help supply chains and boost economic growth.

Justifying the review,federal Infrastructure and Transport Minister Catherine King said the number of projects in the pipeline blew out from 150 to almost 800 under the Coalition. King said while “every dollar remains in the budget”,it was irresponsible to push on with the pipeline of projects without reprioritising the work and assessing whether projects could be delivered for the same price.

A government infrastructure official confirmed the review would not affect election commitments made by the Albanese government or projects that were already under construction,and that the expert panel would decide how advanced a project had to be before it was put on hold.
