"So,when we make decisions at the end of[last] year,whether it's about an Alan Didak or a Darren Jolly,and obviously the decisions came before the time they wanted,we are literally looking at it going,'A Jesse White and a Taylor Adams are going to be in our next premiership team'."
While there has been speculation Dale Thomas and Buckley did not get along,leading to Thomas'departure as a restricted free agent at the end of last season,Pert said that was not the case.
"When you look at say a Dale Thomas,and you sort of say it was a personality clash,it was nothing to do with that,"he said.
"This was to do with a system now where you have a list and a salary cap and Dale Thomas,who played three games last year and had a serious injury,and we have to make an assessment and say,'Do we want to pay the money that is going to beat and match what other clubs are going to pay?'Clearly we weren't close to that figure - clearly that was a decision we made and we are making those decisions for the short and long term."
Heath Shaw was another high-profile premiership player to leave the club last season. The Magpies,keen to revamp their culture,felt the sometimes disruptive Shaw did not fulfil their vision.
"For someone like a Heath Shaw,a very talented player,but at the same time,culturally,Nathan,Rodney Eade,the leadership group,the playing group,are very clear on the culture and the way they want to go about it,"Pert said.
"What it looks like to deliver sustained success,the playing group and the whole group,said:'Moving forward,the best thing for you Heath is to be playing somewhere else.'And the best for our player group was to be bringing some young talent in that was going to be on that path."
