Another 92,090 asked for a replacement driver's licence after their card was stolen.
Griffith University cyber security expert Jacqueline Drew said driver's licences were a valuable source of personal information for identity thieves.
"Things like your full name, address - those are the pieces of information that are put together by identity thieves in order to steal someone's identity,"she said.
Dr Drew said some criminals used the identity information themselves, while others sold it on the dark web, with frausters often seeking financial gain.
"So opening bank accounts, loans in your name, maybe the registering of vehicles,"she said.
Dr Drew said it could take some time until people discovered their information had been used for nefarious purposes, and it was often difficult for victims to take back control.
She recommended people request an annual report from credit agencies and contact IDCARE if they believed they had fallen victim to identity theft.
