Mr Goodlet's departure will leave the council with three vacancies in an executive team of four,with all three executives to step down in early 2021.
His resignation comes less than two weeks after he issued an apology to ratepayers and councillors over offensive comments made in a confidential internal document which suggested residents opposing a contentious planning scheme should be classified into"zealots","dissidents"and"fanatics".
During an ordinary council meeting at Adam Armstrong Pavilion on Tuesday night attended by about 60 residents,Ms de Lacy read out a statement by Mr Goodlet where he notified the council he would be stepping down from his role on February 24.
In the statement,Mr Goodlet acknowledged media coverage surrounding the controversial document had placed the council"in an embarrassing position"and added he had suggested an independent investigation into the matter take place"to put the record straight".
He also cited fractured a relationship with the state government as a reason for the council's damaged reputation.
"It is hoped[the investigation] will provide a circuit breaker for the council to rebuild its relationship with the community and move forward with new methods of engagement,"the statement read.
"I wish the City of Nedlands every success in its ongoing quest to be an environmentally sensitive,beautiful,and inclusive place to live."
A qualified civil engineer,Mr Goodlet joined the City of Nedlands in 2019 after a short stint as the chief executive of the Town of Mosman Park. He had previously worked as Nedland's technical services director between 2012 and 2016.
