“Our police have had to resort to using their police service firearms and have fatally shot that man,” she said.

“They did immediately render first aid assistance and as you can imagine it was a horrific scene.”

The Ethical Standards Command is investigating with oversight from the Crime and Corruption Commission. Ms Linford said the incident was not being considered a terrorism event.

She said the body-worn camera footage was being reviewed and the GPS tracking device that Mr Abdi cut off was still missing.

She said police were searching for the driver of a white car who appeared to have stopped to help and spoke with Mr Abdi before leaving the scene.

Ms Linford said a “be alert” warning was sent to police and Mr Abhid’s associates would be questioned to understand what led him to the motorway.

Australian Federal Police Deputy Commissioner Investigations Ian McCartney confirmed Mr Abdi was known to counter-terrorism police as somebody who was suspected to be “influenced by Islamic State”.

“In May 2019,the deceased,who we suspect was influenced by Islamic State,attempted to depart Brisbane International Airport for Somalia,” he said.

“He was stopped and arrested on suspicion of an attempted foreign incursion.

“The deceased was released without charge due to insufficient evidence,however his passport was subsequently cancelled.”

The following month,Mr Abdi was charged with offences including failing to hand over the password to his mobile phone and remanded in custody. He applied for bail in September this year,which was granted under strict conditions,including that he wear the tracking device.

Lawyer for Mr Abdi’s family Terry O’Gorman was expected to respond to police’s comment later on Thursday afternoon.

The incident follows a spate of police shootings in recent months,two of which were fatal. It is also the sixth police shooting in the past eight months.

Last Thursday,December 10,a 28-year-old man was shot by officers in the buttocks after he and another manallegedly went on an attempted armed robbery rampage in Brisbane and Logan.

On November 1,specialist police shot an allegedly armed man in the leg after an almost nine-hour standoff in Ipswich,with the man holed up in a shed on a property.

On August 26,a 27-year-old man was shot dead by policeafter confronting officers while armed with knives at a home in Dakabin,north of Brisbane.

On April 9,a man was shot after he allegedly crashed a stolen car and tried to steal another car at knifepoint before threatening police in a nearby park in Oxley,in Brisbane’s south-west.

On April 6,a man poured fuel over himself,set himself alight and ran at officers before they shot him dead in Sunnybank Hills on Brisbane’s southside.
