Ms de Lacy will leave Nedlands on Wednesday, which is the same day Mr Goodlet finishes at the local government.
Nedlands planning director Peter Mickleson left on January 15,meaning the council has lost some of its most senior figures when it comes to dealing with some of its greatest challenges.
The mayor released a written statement on Tuesday which was critical of the planning framework imposed by the state government and reflected how she had become disheartened by the current state of politics because of an inability to bring about change.
“I was encouraged by members of the community to take on the role of mayor to drive further strategic policy making for the betterment of our community. This has been challenging given the enormity of the issues associated with Local Planning Scheme 3,” she said.
“Nedlands has its fair share of problems, but they cannot be solved solely at that[local] level.
“I feel the local government sector is at a crossroads, and to see this sector truly flourish for the betterment of grass roots democracy is something I truly believe in. It’s just not necessarily the sort of change one Mayor in one local government authority can drive.”
Ms de Lacy said there was also a systematic failure across parts of society which could only be addressed by stepping back and reflecting on how to bring about lasting change.
