Biden described the bill as “an historic piece of legislation that addresses a major crisis and lifts up millions of Americans”.
“This legislation is about giving the backbone of this nation - the essential workers,the working people who built this country,the people who keep this country going - a fighting chance,” Biden said.
House Speaker Nancy Pelosi described the legislation as “one of the most transformative and historic bills any of us will ever have an opportunity to support”.
Although polls show the bill is popular with most Americans it did not win Republican votes in the House or the Senate,underscoring the deep partisanship that continues to define US politics.
Biden plans to sign the bill on Friday,the White House said.
Experts say the bill will cut child poverty in half and delivermassive financial relief to the lowest-paid Americans who have been hit hardest by the pandemic.
