Under FIFA rules such an action demands a mandatory caution. Players in other matches around the world donning masks or other face or head coverings to celebrate goals have been similarly disciplined.
Hemed was a significant figure in this game as he had earlier in the match given the Phoenix a 1-0 lead from the penalty spot.

As he ran to celebrate that goal with the small knot of travelling supporters,he was enveloped in an Israeli flag but this caused no controversy as fans are allowed to bring in national flags to signify their allegiance to international players in their team;Nix fans often wave Mexican flags to celebrate their Mexican playmaker Ulises Davila, who missed this game through injury.
The FA’s match review panel will examine the circumstances of Hemed’s booking as they do every caution, whether a red or yellow card,in every game in the round.
Phoenix boss Ufuk Talay said he had not seen the yellow card incident.
“[It’s hard for me to comment on at the end of the day,” he said.
