They were still performing CPR when emergency services arrived at the apartment and paramedics officers took over. The girl was taken to Westmead Hospital,where she remains in a critical but stable condition.
Officers from Auburn police station are investigating the matter.
The incident is among a string of water incidents that claimed the lives of three Victorians and a South Australian over the long weekend.

A 17-year-old Melbourne boy died near Mordialloc in the city’s south on Monday afternoon after an extensive air search found his body in the water. He was unresponsive and could not be revived.
Earlier in the afternoon,a man believed to have been aged in his 30s was seen struggling in the water at a lake in Ebden,in the north-east of Victoria,after chasing his dog at Kookaburra Point. He was pulled to shore and taken to hospital,but he later died.
